WHO in the Western Pacific has developed and been guided by six regional strategies and action frameworks related to health systems. The strategies recommend actions for Member States in the areas of human resources, health financing, essential medicines, laboratory services, traditional medicines and overall health system strengthening based on the values of primary health care. All the strategies have a common goal to support the health system functioning for better health, health equity and financial protection - all components of universal health coverage (UHC).
A comprehensive review was conducted in 2012-2013 employing mixed methods to determine the collective use and utility of the six health system strategies and action frameworks to Member States, regional partners and the WHO Secretariat. The review collated data on health systems performance and many of the indicators highlighted in the six regional health system strategies.
